for what reason should i have this? and also if i have it do i want this in the blocked section or the allow? i am a complete noob sorry :/ also should i get the "Level3" list to? i already have level which i have blocked!

What lists each user should use is different for each user.
If there was a right set of lists for every user then there would only need to be one choice.
Read the list description of a list and then you can decide if you want to use that list or not.
If you want to block the contents of a list then you add it as a block list.
If you want to allow the contents of a list then you add it as a allow list.
You should read the PeerBlock documentation.

This list seems to be blocking my IOBit Malware Fighter updates. The IP range shows as Amazon Technologies. The problem being is that everytime I allow it, when I try to update later it shows up as a different IP.
