This is is the Bogon list as distributed by Bluetack.
If you have a problem with the contents of some list then contact the author of that list.
If you want a list made available on I-Blocklist then this is not how to do that.

No VPN is included in this list, only bogon IPs.
It is asking to allow 192.* not 93.* because it is the 192.* that is being blocked.

maby add the name in to the list
