ohh and this list does not "block" anything.
This list contains Tor exit nodes and you can use the list to block or allow.

If you wish to always allow connections to/from Tor exit nodes then sure you can use this as an allow list.

If you like the TOR network, you should consider blocking TOR when using bittorrent, to discourage other people using bittorrent over TOR.

The TOR network is not suited for bittorrent use, and it destroys the network if too many people use BT over TOR.
Also it has been found that you can be identified anyways through the BT protocol which leaks your real IP despite using TOR - so it doesn't even provide safe BT downloading, it only clogs the TOR network and wastes resources.

Turtles, an exit node is someone being brave enough to let his server act as an exit for TOR traffic into the open internet. These people can't be thanked enough because they take the risk of being prosecuted for things they haven't done over TOR.
They do it to allow all other TOR users to use the open web safely through TOR.
