users should submit ranges to the lists themselves.
at least a few domains are not resolving to the IPs you listed so double check that.

It is either a list of The Pirate Bay or it is not.

Changes to I-Blocklist lists are live so there is no last updated date.
Only third party lists have a last updated date.
All decent IP blockers automatically update so a last update date is not important.
