So, this list (and ONLY this list) is not updating: I get "Error contacting URL: 404" in PeerBlock, even though:

1.) I am currently subscribed at I-Blocklist,

2.) This has never happened before (it correctly updated as of a few days ago), and

3.) All other lists update correctly.

What's going on?

PhantomPeer has been removed from all the lists.
There should be no issue with using an IP blocker together with PhantomPeer.

PayPal has nothing to do with with P2P so it has no reason to be in this list.
I-Blocklist is not blocking anything. Your IP blocker software is blocking what you told it to block.
Nothing that you do on your computer affects how PayPal payments are processed at PayPal.

Ok now that we got the misconceptions out of the way...

Your IP blocker may be blocking the PayPal website.
Solutions;
1) Disable HTTP blocking so no websites are blocked.
2) Allow the PayPal website IPs in your IP blocker. (may be tricky depending on how many addresses they use)

For what possible reason would this like make your other lists not work.
