That's the intention of this list right? So that those that live outside of the country can have access to the IPs of the country?

It is a list of known IPs registered to Mexico.
The intention of the list is for it to be available for whatever you want it for.
You can use it as an allow list or block list depending on what you are trying to accomplish.
