Yes that is correct.
Simple as that and i am not sure why people over think it.
I strongly avoid getting into the what lists should I use and why.
This is a list of Italian IPs and what you do with it is up to you.

Can someone please add a description about what criteria this list is based on, I looked up some of the IPs and they seem to be mostly belonging to various Italian ISPs. In other words should one use and block these if located in Italy?
