@VVCephei i think the point would honestly be so that you can have you're router plugged up and use this list to block all ips that are listed and registered for services that shouldn't be directly contacting your pc. the reason you'd need to add exceptions is that the list blocks all traditional lan addresses by default, max protection that way. i can see it as logical in case some one pops on your lan you haven't setup with before, you could stop him from accessing your files and such just by running this (i think)

OK, I understand all the above but how do I add exceptions? I know if I right click I'm offered a choice of allowing for 15mins, 1 hour or permanently but I seem to get alot of IANA IP's whose source is my PC and whose destination is 193.168.n.n (somewhere in Luxembourg)

That is how you allow an IP....
You right click and select for how long you want to allow that IP.
