It is a list of German IPs.
You can use it to block all German IPs or to allow them.

So it's useful for people who, for instance, say "I hate Germany and all things in it and I can't bear the thought of beeing connected to any german machine, no matter what it is."
It's not a list of possible or proven "legaly hazardous" IP's (Anti-P2P and such).

This comment led me to believe, I better switch this thing on to block, but all my ALT connections (people I know for years now) stopped working.
I would really appreciate some words of advise/clarification.
