When logged in on this page under the ranges and above the comments there are text fields for entering the description, start IP, and end IP then click add.
from there the added ranges will be approved if appropriate.

One range also belonged to Cox Communications (and was in that list).
I-Blocklist does have a feature that allows you to search if an IP is in a list -> http://iblocklist.com/search.php

Charter sits between you and the internet so if you block them that means no internet access.
You can't block your own ISP and your ISP can see everything that is unencrypted that goes over their network.
stop worrying about charter, they just let you know when they receive a complaint about you.

I have PG2 and I must admit I am confused. I cant find a list of bad ips (posing as uploaders but are really with movie industry, law enforcement etc) Can somebody PLEASE point me in the right direction without flaming me for my incompetence? I have centurylink (Embarq) dont know if that matters. Thanks in advance
Fakhir, in fairness it has been known to happen where a site will post warnings and admonitions against a certain plan of action that may take place on their site, for their own protection, knowing full well it will be done anyway. IE TPB, Isohunt, any free streaming site will tell you not to do the very thing they are in business to provide. I have Charter as my ISP and they have been known to track some of there users download habits, I blocked it and I still have internet. Thanks xD
